Saucer, top of SKWIM goal as prime part

How much would it cost to make / manufacture only the TOP piece of the goal, the flying saucer part?
What if the aim was to have the disk skip off the water and make contact with the underside of the saucer?
This is a total brain fart of an idea. I have no clue as to is possibilities.
In a swim center, they could, I expect, be able to suspend the saucer downward from a pully on the ceiling. It could hang down. A weight could be lowered into the water too. Then it wouldn’t “swing” much.
Of course, this would require some rigging. But that is more like local labor when they change the light bulbs over the pool.
How much would it cost to make 50 units of only the top portion? it is smaller and might be able to ship easy enough by UPS. I can carry that in the car.
Would not work well in an outdoor pool.
Might be able to go off of the back-stroke flags if a solid wire were able to be attached and held the weight. ???
Hitting the pin could be good, even at surface level. Top of saucer would not count. Might make the shooting too fast???
Still got the circle action.
Also, getting the top part has a clear upgrade path to the full goal later.
